Abstract
The Southern Africa Consortium for Monitoring Educational Quality (SACMEQ) is a consortium of ministries of education in southern Africa. This bound report--one of seven--presents the research results and policy suggestions that emerged from implementation of SACMEQ's initial educational policy research project. The report looks broadly at five areas of policy concern: (1) baseline data for selected inputs to primary schools; (2) how conditions of primary schooling compare with the Ministry of Education's benchmark standards; (3) whether educational inputs to primary schools have been allocated in an adequate fashion among and within education districts; (4) the level of reading achievement for Grade 6 students; and (5) which educational inputs to primary schools have had the strongest effect on the reading achievement of Grade 6 students. Data for the study were gathered from a student test of basic reading literacy and student, teacher, and principal questionnaires. This report specifically focuses on reading achievement in the nation of Kenya. Along with reading test scores, the report presents information on the characteristics of Grade 6 students and teachers; student access to materials; conditions of school rooms and buildings; and other information on the state of education in Kenya.
