Initial access to school is nearly universal in Kenya, but many children who enroll drop out before completing primary school. In this mixed-methods study, we use quantitative data from a randomized control trial involving 2666 upper primary-grade students, as well as qualitative data from interviews with 41 schoolchildren, dropouts, and parents, to examine dropout. Poorer baseline performance on literacy and numeracy assessments predicted a higher risk of dropout. Interviews revealed that...

We report on a study that used observations, conversations, and formal interviews to explore literacy instruction in 24 lower-primary classrooms in coastal Kenya. Specifically, we report the ways literacy instruction is delivered and how that delivery aligns with practices understood to promote reading acquisition. We find (1) prioritization of developing oral language skills over teaching the relationships between sounds and symbols, (2) enablers to literacy instruction that are the result...

Background: Governments in low-income countries and donors have invested the equivalent of hundreds of millions of dollars in enhancing reading outcomes. Although reliable measures exist to assess emergent literacy skills in international contexts, there is little consensus on the assessment of reading comprehension. Methods: Using data from 5,389 Kenyan children attending low-cost private schools, we compared the reading comprehension measure from the Early Grade Reading Assessment to two...

Abstract This study uses data from the Health and Literacy Intervention (HALI) program evaluation, an in-service teacher training program focused on early grade literacy instruction for class one teachers. We assess how changes in classroom instructional processes impacted by the HALI teacher training were associated with improved early literacy outcomes for children. We find that experimentally induced increases in exposure to print—measured both through changes to time spent reading in...

Literacy is a powerful tool against poverty, leading to further education and vocational success. In sub-Saharan Africa, schoolchildren commonly learn in two languages--African and European. Multiple early literacy skills (including phonological awareness and receptive language) support literacy acquisition, but this has yet to be empirically tested in sub-Saharan Africa, where learning contexts are highly multilingual, and children are often learning to read in a language they do not speak...

What should be considered when developing a literacy intervention that asks teachers to implement new instructional methods? How can this be achieved with minimal support within existing policy? We argue that two broad sets of considerations must be made in designing such an intervention. First, the intervention must be effective by bridging the gap between current teacher practice and the scientific literature on effective instruction. This broad consideration is detailed with 10 design...

We evaluated a program to improve literacy instruction on the Kenyan coast using training workshops, semiscripted lesson plans, and weekly text-message support for teachers to understand its impact on students' literacy outcomes and on the classroom practices leading to those outcomes. The evaluation ran from the beginning of Grade 1 to the end of Grade 2 in 51 government primary schools chosen at random, with 50 schools acting as controls. The intervention had an impact on classroom...
